The combat system involves naval and air battles played out over several rounds, with each round resolved as either "Air Combat" or "Surface Combat."
In "Air Combat" rounds, only air units can attack, while naval units engage in anti-aircraft fire only when attacked.
In "Surface Combat" rounds, air units do not participate; combat is conducted solely by naval units.
Each unit has ratings for "Air Combat Power," "Surface Combat Power," "Defense," and "Maintenance Cost"; "Air Combat Power" is used during air combat rounds, and "Surface Combat Power" during surface combat rounds.
